What would you do to make your customer happy, the local regulation is supporting him, but the company (multinational company) policy is against him?

In order to make the customer happy, I would make him understand the companies policy and how things work according to it, try to convince him that the policy is against him in a polite way.

The next step would be to tell him to be patient and make him believe that I would try my best to ask the company to look into the matter and maybe reform their policy if possible!
