Whats the differents between ELCB & RCCB?

ELCB : Voltage operated---checks ground conductor voltage, for earth leakage

RCCB : Current operated--- checks if there is any difference between current flow trough line and neutral.  :)

ELCB -  Earth leakage circuit breaker

RCCB- Residual current circuit breaker

as fare as I know ,  they are the same principle of opration , they are both used for safety disconnect the circuit when they detect the circuit current is not balance between the phase and the conductors

ELCB is working based on Earth leakage current. ELCB is the old name and often refers to voltage operated devices that are no longer available and it is advised you replace them if you find one. 

But RCCB is not having sensing or connectivity of Earth, because fundamentally Phase current is equal to the neutral current in single phase. That's why RCCB can trip when the both currents are different and it withstand up to both the currents are same.
