As the word it self describes Tension ; so it is all about the ore stress of the concrete. Similar post tension is the stress after the setting.

Pre-tensioning on concrete members by applying an initial load prior to pouring concrete on the formworks. This is specially done on precast concrete bridge deck.

 

Post-tensioning on concrete member is applying load on the member after the concrete has been poured and set to a certain compressive strength.
