Should process mapping be conducted by an individual? if yes, why? if no, why not?

One must consider why we conduct process mapping. Is it reactive or preventive?

hummmm, process mapping should be made following an optimization model, thus the role of an individual is to perform accordingly, but if it's not possible, one needs to recalculate using the model. Sometimes the model takes much longer to do than the individual to perform, so one needs to keep in mind time to deliver and comply, allways comply.
