Yes. Planning means what you want to do step by step.when you want to accomplished those activities is called scheduling. If planning and scheduling both are very efficient and other component (Materials, Labour. equipment, weather) are in your favor than project management becomes so easy.  but it is very easy to say bt very difficult to perform if.

certainly project cannot be executed without a plan and for me following are the steps

  1. I never go directly to my workstation I just grab a pen and a paper go to comfort area (normally its a smoking area :) ) and start making process flows.
  2. Know all the stakeholders involved (best practice is to reach them at their place rather then inviting them for a meeting)
  3. Make a project tracker(write all action items)
  4. Circulate project tracker to all stake holders and ask for the timeline

Planning is certainly a key component is execution tasks, but Project management covers bigger spectrum. it encompasses planning, execution, monitoring, and communation.

Offcourse, Planing is a very important step for a project management. I learned it from my own experience. I can achieve the result of proper planing each stage of project. Our team start works with proper planing in MTC District Cooling Plant project. Within10 months we commissioned Oman's1st Biggest District Cooling System. Our team achieve each step as per scheduled planing. Utilized manpower, material, equpment and all as per scheduled plan. That help us to finish project before our target date.

Planning is one of the important aspects of a project, because it gives different perspectives of what will  happen in space and time using human and physical resources. Nevertheless what in fact is most important in project is the outcome, since projects are made to deliver something. Quite often happens that for achieving the latter one needs to re-plan, so the plan's architecture is crucial to acommodate future changes or contingencies, to comply with the expected deliverables.

 

Modeling is an alternative to planning, but it takes more time to perform. While planning delivers an admissible solution, modeling delivers automated optimized solutions.

Before handling any kind of planning, we need to understand the project environment and doing the business case which includes the benefit analysis and return of investment analysis, these are part of initiation phase of the project. After that, once we have been satisfied, we start plan the project
