Why do we always put shorting link at Current Transformer secondary side?

Current Transformers used in Electrical Power Systems for metering and protection have to have the secondary side of the Current Transformers shorted.

CURRENT WILL FLOW ONLY IN THE CLOSED LOOP. SO ONLY WE PROVIDE SHORT LINK IN SECONDARY OF THE CT. CURRENT WILL BE MEASURED ONLY FROM THE SECONDARY OF THE CT BECAUSE WE CANNOT BE ABLE TO MEASURE HIGH RATING CURRENT FROM PRIMARY SIDE USING AMMETER
