absolutely not, manager wants his subordinates to perform well in all the aspects about the project. maximum number of managers followed the win-win policy, by contributing, participating and give us moral support about the work. personality is not an aspect in my opinion.

A Manager's personality should never affect a person's performance. The reason is because you are working in the company primarily because you like the field and not for the manager or anyone else. Hence, if the manager's personality is good, then obviously your performance will be good. However, if the manager's personality is bad, you must ignore it and work to your true potential. The reason is because if you do not work to your full potential because the manager's personality is bad, then there is a higher chance of you being fired from the company. However, if your performance is good despite the fact that the manager's personality is bad, then there is a higher chance that the manager will be nice to you despite him having a bad personality because of your good performance.

It depends, if you are part of a team of 100 people and there is an assistant manager and a team lead above you before the manager then you will not interact with the manager often. So his/her personality will be least of your concerns. But if you are directly reporting to one and spend a couple of hours each day with your manager. Than yes it will matter and matter a lot. A manager can make or break a team and depending on the department can cause serious issues within the company. A good employee may not be a good manager. Last but not least managers need to be groomed. That is why there is always a hierarchy created before making someone a manager to test their potential.
