Believe me if you are dealing with a serious employer it doesnot matter ...since it is enough to be interviewed to prove that you are fit to the job
Although I believe references should always be upon request, but even, this sentence should not be included in the CV

Avoid to add the sentence "References available upon request", Just provide the reference. Provision of reference is the best way to avoid the wastage of time of any recruiter.
Having a section "References Available Upon Request" will not harm you neither help you, since expectation from hiring Manager is that you already have references ready when asked to provide.
Having this section (References Available Upon Request) may vary from the region/country where you are applying for the job. In some of the regions it is fine to have this phrase and in the regions such for expample U.S. or U.K. hiring Managers are recommending not to mention this phrase within the CV.
In any case, names and contact informations of the references should not be mentioned within CV, as privacy of the people needs to be protected and you do not want to be in situation where random hiring agencies are calling on you references without your knowledge.
As conclusion, you can keep this phrase on your CV it will not help you neither harm your CV. Do a research of the region/country where you are applying for the job and find out preferences of hiring Managers within that specific region.

Why not ?, I do believe that it may be added for privacy purpose.
It depends upon employers. Some seek references, some not.
Therefore, I think , there is no harm if we add such sentence in CV.
