Most companies do make use of the E-learning services. But this is mostly for soft skills only.
Best results are generated from practical training/evaluation and coaching. This is where the gaps are identified. Once the gaps are identified, the the coach/mentor/trainer can focus on development in those areas. With e-learning this is not yet possible.

e-learning is not enough face-to-face to get the wanted results, and e-learning don't allow a good evaluation of employee.
In Europe they use this possibility to train their employees
I hope to apply them in the Arab world

The main reasons from my point of view are:
1- Not all type of training and training subjects are matched with e- learning style.
2- E-learning style is depending on trainees computer's skills as well as good online environment.
3- E-learning style is depending also on a highly level culture environment in general.
To my knowledge there are only 5% who donot switch and the main reason could be no awareness.
In all Developed and under-developed countries.
Almost all the startups do switch to E-learning in fact self learning through internet.
and Multi National Companies are into Switching into E-learning.
It is a good idea but still early to implement
Budget issues mainly and if budget is available then right technology and its implementation or might be vendor selection is a major issue.
