First Check if the person was on Sabbatical - a period of paid leave granted to a university teacher or other worker for study or travel, traditionally one year for every seven years worked.

Dig in why is there a gap in employment, was it for taking a break after project completion, shifting to new town, country, medical, family attention, etc.

Yes why not ?

As he has outstanding skills but was jobless,  there are no any bad point in that and you cannot determine the skills unless you interview him/ her.

Could be difficult circumstance may occurred to him or her

Go ahead and join him as a part of your organisation
