The best way is to stand in front of a mirror and then speak while looking at your own reflection in the mirror or read any piece of writing that suits your interest in front of the mirror only. It helps one to articulate more fluently. It is one of the best ways to follow up for the English speaking practice.
Sing and read poetry aloud
You can speak to yourself with a loud sound and try this way more than one time you will find that you get better than before.
Your skills at speaking English will improved very well.
This is actually an advice they gave me as a musician, but since music is also a language, I personally think that it can work here as well:
When you have no partner to evaluate your speaking and fix your mistakes, record yourself and listen to it. What we think we said, is not necessarily what we really said...recording and listening afterwards really helps.

For speaking practice, a learner could try many different techniques.
One would be to listen to English on the radio and try to sing along with the music. While this isn't conversational English, it does work on fluency and the pace of delivery.
Another would be to find practice dialogues online and speak along with them. There are a variety of them available on YouTube that a learner could interact with.
If the student is into online gaming, there are versions for both console and PC gaming that allow for voice communication, and while not a formal practice, is a chance to interact with others in English.
It would be ideal to utilize a live speaking partner rather than seek other means, but trying these when another English speaker is unavailable could be helpful in maintaining one's level until a practice partner can be found.
You can use the app "Duolingo". It can help you in more than just English language.
As I wrote before many times, one can read more, watch films, chat on FaceBook and listen to songs with texts
