I must say that both the factor are equally important. For the long-term business relationship, it is important that cost must be very competitive and customer service also must be satisfactory.
I believe that both the factors: cost & quality are of equal value in choosing a carrier/ supplier. Focusing only on cost would lead to the selectio of inferior inputs and thus lead to inferior finished products which would disrupt the goodwill of the company. The same applies vice versa, focusing only on quality with no regard for cost would mean that your we would be paying more than what others pay and thus charging more, making us less cometitive. Therfore it would be ideal to strike a balance between cost and quality to get the best out of the carrier/ supplier.
customer service is most important than cost.
I think it's customer service beacuse you can see how they handle properly the customer or the package they need to deliver and for that they can show how good company they are.
What is more important is cost. one has to to bear in mind that items with good quality bought on lower cost will go a long way to benefit both the business ower and the customer. When you negociate for lower pricer remember you will have to sell lesser to the customers whom may also prefer to pay lesser. so when you concentrate on cost, it will yeild profit for the company and at thesame time, enhance customer services.

2 - cost .
when Choossing a carrier/supplier then customer service is most important , beacuse if customer will be positive then you can get everyting as you desire.
I personally never chose a carrier/supplier, but as far as my epxerience goes, I think both are very important; at first, I 'd say that costs must reflect the supplier's reputation. Consequently, if I have to choose two suppliers who offer same price, I would need to check their reputation on the market by looking at how they contributed to other competitors on the market

We can negotiate the cost in proportion to the volumes offered to a carrier or procured from a supplier. Hence my choice would be quality customer service with defined conflict resolution guide lines with reasonable time line.
A peanlity clause for any carrier or supplier can make the proposition viable in larger context.

When choosing a carrier/ supplier I do believe that we have to compromise many factors part of same are:
cost, customer service, plus also goods' specifications and quality, delivery terms, payment terms, supplying time frame, etc.
