Can you use Oracle 12c to deploy Database Cloud ?

I don't see it happening in major financial production systems. The reason is that with multi-tenent one single SGA (buffer cache, shared pool etc) is shared by multiple databases. so a bad query from one database or a full table scan from one database will cause flush of good data from the caches thus affecting other databases. 

Ask yourself do you want to run your core banking on a system where a query other than your application will come and hamper your performance ??

I see it being deployed more for consolidation of testing/UAT systems.

Yes. Oracle Multitenant Container and Pluggable databases is new feature in Oracle 12c that can be leveraged to consolidate and implement in the Cloud.
