 Strategic planning affects the effectiveness of human resource management: - when it is designed in an unstable and more complex environment (more frequent changes)

- when informations is tainted with uncertainty. the criteria used to sort the information, to choose the options, are not always quantitative

- the plan is not determined once and for all.

- sometimes it is important to go back to options taken at a higher level, to question strategic choices

The strategic plan is only the result of a succession of choices, possibly involving a return to the back to ensure coherence and feasibility.
