What is the best IDE ?

I'm searching for ( fast , stable and not heavy on ram ) IDE if can anyone help me? and thanks.

Eclipse for php NetBeans for java & javascript Visual Studio for .net (C# / VB) Dreamweaver for HTML & design

It depends on what's your target platform.
If you're a web designer just writing HTML/CSS/Javascript, if you are on a Mac, Coda is an excellent choice, on Windows you can use Sublime Text or Aptana Studio.
If you are a developer and writing for .Net, Visual Studio is your best friend.
For other platforms, Netbeans and Eclipse are decent choices.

I used to work on IDEs like Eclipse, NetBeans and Visual Studio, but there was always something missing with these softwares, untill I met PyChram when I was learning Python, then PhpStorm, finally I came to a conclusion that www.jetbrains.com has almost the perfect IDE for most of the popular programming languages and platforms.
I must say, they are really fascinating.

PhpStorm is really a good one for PHP.
Eclipse is good for Java.
and who can beat Visual Studio for .Net Platform :)

of course SUBLIME it is the best editor

but if you want one for java it will be NetBeans

I highly recommend Visual Studio for .Net, web, and Cpp development.
You can even develop PHP applications with it using Phalanger (http://phalanger.com/).
I'm a .Net and web developer, and have tried Aptana and NetBeans mainly for JavaScript, and found out that Visual Studio is the best for the following reasons: - Powerful capabilities, nice UI, and in the same time, low memory and CPU footprint.
- Powerful designers for HTML and CSS.
- Powerful and lightweight editor for .Net languages and JavaScript, specially if combined with the JavaScript Parser (http://code.google.com/p/js-addin/) and Web Essentials (http://visualstudiogallery.msdn.microsoft.com/6ed4c78f-a23e-49ad-b5fd-369af0c2107f) extensions.
- You may use the Express editions and the Visual Studio Shell free of charge for developing commercial software.
- It keeps becoming better and better, and the 2012 version added many new capabilities and performance enhancements.

depends if you are core coder, notepad++ should be fine, otherwise eclipse could be better free alternative, for paid users NetBeans is great.

for java you can use Eclipse for Ruby, PHP, Python you can use on of the JetBrains IDE's
