Is the manager obliged to achieve the scientific dreams of his staff such as the performance of graduate studies or get a course? Why?

Its not an Obligation , i would rather say its part of staff developement to invest in your subordinates such as Graduate Studies or having a course or similar educational developmental activities

It is one of the manger's responsibilities to invest in his staff because investing in candidates means growing your work by having more experience staff; and it strength the loyalty between the employee and the organization...

Nowadays there is a certificate named IIP (Investing In People) that is given to the companies which investing in their employees

The manager's priority is his obligations toward achieving tasks, goals and obligations which are required by the organization itself in accordance with its vision, mission and strategic plan, giving an attention to the performance effective and efficiency of his team.

The manager is not obliged to achieve the scientific dreams of his staff.  He has the responsibility to contribute to the the growth of the staff in order to build on their skills and develop the individual' dream to succeed in the organisation.  to perform in his job, he needs to build his skills and understanding of the targets to be met and requirements in place for the strategy and vision of the company for success.  Hence it is important for the manager to help his staff succeed in their goals and dreams for a better work culture and blend in with diversity and learn from any course offered by the company through approval of the manager.

The manager is the hub between the chairman who will approve for the individual to bring ultimate outcomes in his or her job and roles in the company.

The individual or staff must be able to prove these outcomes to be able to get the benefit from the company and manager by constant effort and perseverance and a will to succeed.  A course is the ultimate outcome to be achieved by passing the test and sharing the skills with other staff on the team.

the manager is not obliged but has the responsibility to manage this learning and growth perspective of his staff.  as I always emphasized, it all depends on the objectives they have set with his staff when preparing the balanced scorecard.  budget and performance have been considered in the process and as long as it is aligned with overall objectives of the business or his department and meet the requirements, he deserves it.
