If one feels that he is capable of delivering more than what he / she is doing now or can contribute to the organisatiion and take it to the next level or has got more potential than his / her colleagues , i think he / she should ask for a promotion and be ready to take the responsibilities. It's better to show the willingness to take up an assignement which people normally dare to take and prove his / her mettle.
