which is more difficult; to design a new logo or to redesign an old one ?

i believe it depends of the nature and context of the logo...some logos are far easier to develope than to totally come up with a new one...others are so stiff that a new one would be much prefered approach .....however a lil point to consider in the favour of developing an old one, is that you already have a definite concept as well as established identity, in contrast with a new one which you still trying to find the one the suits and gives a long term representation

sure when you redesign an old one its more difficult you must keeping the old and need to make some changes but for the new you have all felexabelty to make any thing

Of course redesign an old one Because the old logo needs to develop more and it needs to attract customers in terms of design magnificence, and the old because it does not affect in attracting people to the site, the design is new will do.
