Eccentricity is measured up to certain speed RPM value after that it is not required.(Mainly purpose to Monitor the shaft is in its center or none.

And shaft is very importantThe purpose of monitoring Eccentricity during machine rolling is to increase rpm towards nominal speed without damage from excessive vibration or rotor to stator contact.

Shaft Eccentricity plays a very important role as part of a Turbine Supervisory Instrumentation (TSI) System in steam turbines. Eccentricity measurements is used during machine initial startup, when steam has been entered and machine at low speed RPM. The purpose of monitoring Eccentricity during machine rolling is to increase rpm towards nominal speed without damage from excessive vibration or rotor to stator contact.
