PHP is fairly easy to learn, and since you are coming from Ruby on Rails, the concept of Cli tools , ORM and DRY is available in Laravel.
PHP is easy to learn for beginners, so if you have previous development experience I guess one week is enough to be good at php and Laravel need one week to get all basic and intermediate stuff
Laravel is an easy language to learn the simplicity that the framework gives is huge once you start with it you will dig deeper because of the massive flexibility and community that deals with it.

Learning fundamentals of PHP can be done quickly if you have basic programming skill. Any developer having professional knowledge on Ruby on Rails can learn it within one week with proper dedication. If you want to go deeper, you need to spent more time on it. For laravel, it will take more than 1 month to understand the features and its core. Depending on your expertise on coding , you can learn faster. But writting code in efficient way may take longer.
