2 things-

1) If you had specified PMP certification as mandatory for the post, while screening and shortlisting the candidates you should have asked for the copy of certification, so that such situation is avoided.

2) since the candidate has given wrong information- need to counsel him immediately and tell him that his candidature is rejected on the grounds of lying and hiding the correct info.

The best way to handle this situation is to report the person to your manager; with recomendation to report the person to PMI. your manager should take this action.
