In my opinion I would conduct all exit employees irrespective of good or bad performance. It will help me to have companies image in the eyes of the customers.

As an HR manager I have to ask everyone and interviewing everyone, it might be there is hidden things behind their resignings ( Good and under performing ones)
Interviews are conducted only with good staff
i guess conducting interview with everyone is benificial for organozation.
