Mostly It's based on the stage of the order processing while making the cancellation and in the nature of the company policy.
If the order based on order to stock and has started to make the production or stock has left the supplier warehouse or if it has started to generate a cost then there will be a charge cover the cost.
Simply if the cancellation is not generating any cost to the supplier and only ends in the documents or system they will exempt the chargers. But some companies never accept the cancellation all based on PR with the suppliers.

Sometimes the companies do that such as airline tickets - Other don't do that because they don't want to lose any customers !!!
Its mean if the cancellation cost some part of money !

it depends on the order, if it is food or consumables yes, how ever if it is electronics or something that cannot be spoil or expire, no need for extra charge, for hotel reservations, there is a certain period of cancellation that you are being charged
YES. THERE ARE CANCELLATION CHARGES. THAT ALL WILL BE DECIDED AT THE TIME OF MOU.
Once there is cost applied, a charge for cancelation is fair enough
