How can you evaluate the employed in com and know how qualified they are in the work?

Dear Brother Fras,  these two evaluation should be part of preemployment test.  Once you have offer the job to the employee it is highly unethical that HR go for commlifiedunication test or the test that weather the employee qualified for the working he is doing or not.  But if you want to send some employees for advance training there is not harm in it to conduct these test rather the trainer themself can do that on your behalf.
