As we cannot asume a software project manager without coding experience. Similarly a User Experience Designer cannot asume without creative and user interface designing experience. When I start the recruitment for top talents in user experience field I started with the portfolio sites. It's obvious there is a kind of confusion in the market when it comes to UX Designer skills and that returning to the confusion between UX Designer and UI Designer.

UX Designer more related to the data, problems, business, researches, information architecture, persona, desirability, usability, testing, leading team of UI Designers and Visual Designers, familiarity with Agile and It's normal to find a UX Designer who's not professional in Sketch, Figma or Adobe XD and that because these skills more related to the UI Designers.

It's a good thing to find a UX Designer who has a great UI design skill but it shouldn't be his main skill.

The question is how to make sure you recruit the right UX Designer? 

You need to check his knowledge and experience in the main UX Design skills that mentioned above and he must show you some of his case studies which the best way to reflect his talent and how he thinks and deals with problems.

Since the UX field is focused on how user interacts with a web application, I think the first thing to consider in a UX designer is the ability to do the very same thing, to be always focused on how the user deals with the app and once you hear from him things like this will be more easy for the user to find or this will lead to a fast interaction between the page and the user, you are good to go and choose him for the job. To make myself clear, meet the candidate then give him an app idea(some kind of easy functionality the app provide to each user)then give him a kind of 15 minute to draw something then take a look, if it was like he thinking about the color scheme or any design aspect but the functionality and the user, he is not very good for the job.
