To be able to develop (progress) as an organization a road map (organizational design)is required. This road map describes how each individual and department should behave and be equipped so that  everybody involved can contribute best to the achievement of the organizations desired development stages.

Organisation development deals with the people, and their development, knowledge sharing, etc... you can say it's handling the soft part of organisation, while org design is mainly concerned with structure and systems, and altering the more solid parts of the organisation
