Lets divide your promotion into two categories:-

1. Online Promotion: The best and cheaper option to quicker divert people to your website will be run display ads on google for website and Youtube. other than you can do search ads and social media ads ( atleast Try Facebook, twitter, etc). Rest on promotion depend upon the targeting the location 
2. Offline Promotion: This option bit expensive beacuse you need hire agency, labours, approval for placing the ads in that area or may be special case you also require government approval for government building. if you have this then you can create Poster and pamplet spread around the location you want to target. Also you try large hoarding on the road side.

The first thing needed to be done is to circulate pamplets with the items available in the store with discounts and free home delivery.

Provide additional Discount slabs based on purchase done by the customer.

The best Idea would be, giving a complete paper menu with small free grocery package to all delivery guys and as them to  deliver it to nearest residense areas for free to promote the delivery services. I would also suggest to divide the local areas within delivery guys so wherever they are deliverying locals knows their facies as well. Delivery guys should be realy good at communicating. 

It might take few days to cover, however it is the best idea to promote delivery service as well as simaltaniously can invite each individual to the store as well.
