From my experience, I think most companies are having the same issue with their employees. Ignoring the company's policy will absolutely lead those employees to work according to their opinions and mentalities. It is highly advised to make a good training for new employees to make them understand the rules and then take a serious and strict action against violators.
My suggestion is to find training games. Scenarios where failures and success were achieved due to following/ non-following of a policy.
Of course, keep it interactive and avoid teaching the policies through a lecture.
The objective is to make sure Employees understand that the handbook is a non-negotiable document initially during training but at the same time welcoming suggestions using a chart and providing sticky notes to employees which they can post on the chart after the sessions.
If a suggestion of employee is implemented in Handbook make sure they know.

That returns to your company culture, In my opinion every single employee inside the company must to know the policies and procedures has to be followed And HR has responsible for to give trainings or workshops for them every three month to renew their information, throughth mentioned workshops HR guys could make a small test for the employees asking them questions from the policies handbook, and if we need to make it more official we can add some of these tests results to annual evaluation !Regards

The Handbook is an important book with rules and regulation and policy of the company. It is important for the staff to read and follow the instructions in the manual. It holds in place the working policy of the company.
If this book is not read proplerly, how will staff execute important documents used for the purpose of various mediaries in the companies like uniform and dress policy, discipline on the floor, confidentiality and office routines like health and safety training or whistle blowing policy.
On a timely basis a survey can be conducted through the office internet system and each employee participation is mandatory.
Clue based games with the begining and end word but fill in the dashes to complete it.
Debate between two groups can be held from time to time to find out how well read the staff are on their entitlements or sick benefits or leave and other awards can be given for performance on the work floor or behaviour of the staff.
This helps them to read and follow instructions so that they are in the limelight of the organisation. It helps them too to be be knowlegeable on the various documents used during their tenure in office.

it should be followed by a short, simple test after reading the handbook this way you know that employee read the book.
