I'd recommend the following courses:

1. SHRM-SCP - the preparation itself is very enriching. the certification is a value-add. 

2. CODA & CODD - Various vendors offering this course in Dubai for Middle East region. These are certifications in Organisation Development (Certified OD Assessor & Certified OD Developer)

3. If you're a HR Manager in an organization that uses various psychometric tools for assessment & development, then a basic orientation course on Psychometrics would be recommended. 

4. Personal Development - will depend on the individual development needs. A lot of people have commented about that here. I'd +1 all of them! :)
