If the HR Manager does not drive the results, that mean something seriously wrong with HR Manager
sets KPI for each department and individual and also needs to check what an employee is doing apart from assigned tasks and how well they are doing it. Based on these things you can drive results.
By creating real achievable KPIs with thinking about the progress and well being of employees while not disturbing their work life balance.

Very simple, by achieving the annual departmental goals or objectives. This is what a departmental head commit at the start of the year and evaluation is done at the end of the year.
