HR Transformation will target the entire HR processes, including Performance Managements.

Your question is very subjective. However, from an absolute perspective there are two concepts which can never be denied

1. No matter how good any person or process is, there is always scope for improvement

2. No process is perfect and it evolves and matures by time.

Considering the above, HR Transformation will definitely improve the Performance Managment Process by eliminating the current bottlenecks and introducing improved sub process. From systems persepective it will improve better automation and promote transparency.
