Every single person has their own way of working, no two persons are same. So I, will analyse the skills of both my in-group and the other far distance candidate in terms of their approach towards the work and who ever I feel will fit, I will choose him.

Delegating the work of selecting the candidate may ruin the task as the other person may not be as well verse in the project/task requirement.
