The question is of multiple dimensions. Let me try it in my own way. The strenght of a university can be measured with the following

- The research faciities the unviersity is having in all the fileds in which it offers programmes- Advanced research laboratory, availability of the recent or most useful research tools or packages.

- Second one is the availability of experienced faculty with high research index (whatever its). They must have finished or ongoing high impactful research having greater relevance to society as well as industry.

-  Better service conditions to the staff and faculty including pay and incentives.

- Moreover, Students' services including library, technology supported classroom and laboratories, provsions of co-curricular activites, token incentive system, etc.

- Transparent system of recruitment in the university.

- Extension servivces of the unviersity and linkage with society outside the institution.

- Better mechanisms of grievanes redressal for its atakeholders

- Provided provisions of professional development for the faculty and staff, and

- Placements and campus recruitment facilities
