In my opinion, in such case the HR Manager has to refer the matter back to organization's board in order to closely discusse the reasons and these violations.
HR Manager should go with the code of coduct in this case regardless of any employee designation.

Again, call a HM meeting and ask them this very question. Kindly request them to advance a list of instances in which HM will be tempted to violate codes, and deliver below average performance. Request measures from them to apply using a votation mode. Write a Proceeeding Report listing their suggested measures including Name and Title of Manager, Supervisor or Coordinator. Elaborate a plan to prevent this to happen, include these in this brief report and mail it to them. Keep copy posted on the org. whiteboard for everyone to read.
