If the HR manager and the head of the department that needs a new employee have different opinions about the candidate at hand, who has the final say?
This depends on the size of the company if its a mid size company HR is the final authority and if its a large company the final decision lays with business head of each department. But HR can always voice his inputs before offer is made to the potential candidate
It depends on the industry, company policy, the pool of caliber in the market and whether the company hire doers or achievers, people to merely do the job or the company has a vision and select the ones who have potentials to take more responsibilties and might be assigned to leading positions to prepare a second line of mangement for the future,
It also depends on the job itself, but if the company/market has very limited no of qualified calibers then the HR has no choice but to compromise the soft skills,Ye i's a very short term plan as it will cost the company to invest in training these calibers
After clearing from technical management HR should decide final hiring process by clearing HR related things and background check.
