What do you call an "unstable environment? An environment where nobody knows if the boss will fire half a dozen employees by Friday? or a politically unstable environment? 

Whether stable or unstable, both strategic planning and tactical planning complement each other. Strategic planning requieres more thought whereas tactical planning works best on impromptu actions,where you need ot improvise and act fast. Strategies need time to elaborate, because these tend to focus in multipronged solutions and tacticals aim mostly to breach a sudden gridlock.

Turbulent times are infact a blessing in disguise if considered properly. The organisation now has the time and resources to look inward to see "what went right" and "what went wrong". Since the smog created due to good market conditions have faded the real problems can be identified and solved. This will make the organisation leaner and meaner and ready to take on the next wave.
