-Handing over the deliverables to the customer,
-Passing the documentation to the business,
-Cancelling supplier contracts,
-Releasing staff and equipment, and -
-Informing stakeholders of the closure of the project & completion certificates.

in my openion following are the points.
Stake holders involvement in project closure to make them aware of the open issue/in progress topics if any.
arrange handover of Project topics to local team/support team for proper support
check WBS/Project Cost and rightly allocate

Before the the submission of final report on project, it is very important that all the staff linked with primary (core) tasks of the project should be once again evaluated against the task assignment sheet that was generated initially when the approved proposal was received by the manger. Further, final testing of the objective by the manager himself ensures that the team has been succesful.
Since, on-time completion is always of utmost importance therefore it is always a possibility that something has gone amiss and double checking it always rectifies.
