Should HR managers be able to evaluate the performance of people in higher management?

If HR managers are supposed to assess the performance of people higher up in the hierarchy, how can they do that?

Yes HR managers can evaluate the performance of people in higher management by since they are able to provide inputs how management able to differenciate between personal mood and job performance, how they connect with employees, clients and vendors, how clearly they are able to communicate their concepts and ideas to their teams.
