When this happens employees face the dilemma of poor employee performance. In this case employees tend to decrease the levels of dedication and effort they put into their tasks at work. What specifically causes this dilemma? Well, there isn’t just one answer to that question. There are various causes of poor employee performance that depend on the individual and their environment:
Resources
Obstacles
Lack of skills/training
Miscommunication
No carrots
Personality clashes
Stress
In summary When it becomes evident that an employee isn’t performing up to par it’s necessary to identify the possible cause of their funk. From there a meeting should take place where the employee feels safe and comfortable to discuss any issues they may be dealing with. Steps need to be taken to aid the employee in improving their productivity and a follow up should take place to ensure that the employee is making strides in the right direction.

I do believe that, usually the main reasons for the employee low performance are his upset and depressing feeling due to non recommendation from his heads and management.
And in order to solve this problem, management has to be more honest, justice and transparent with all their staff, in addition to motivate them by all means of motivation.
Employee's performance may be on the decline because:
Overcommitment.
Other than specified / job related tasks.
Management's attitude.
Staff's inability to integrate into the company environment.
Solutions for the problem:
Tasks submission date should be set in coordination with the staff, this date should be beneficial for the company as well as employee himself.
Tasks must always be assigned that fall in his job description and relate to the business he is working for.
Management should always try and maintain un-biased attitude.
Un-ethical behaviour like imposed first salary gift, birthday celebration within official premises must be controlled.

Many times an employee wants to be "heard" or "listend to"
Often times managers won't take the time to coach staff; instead, they command. Overtime, that can belittle people and cause them to feel they have no value. This causes them to withdraw, not care and decline in performance.
Building trust through coaching is not easy. You need patience. Once you see what the employees strengths are, a good manager will coach them to enhance the strenghts, and mentor them to build other strenghts.
This will give the manager loyalty, trust and perfomance from the employee.
