What can governments in the Middle East do to create more jobs?

I believe that, governments have their own short and long term plans which target to:

1- Attracting direct / indirect investments, especially for different industries that need extensive manpower.

2- Trying to increase "Interest rates" in order raise general "saving rates" in societies.

3- Do their best to decrease inflation rates.

4- Reforming their own educational systems and adjust its targets, in order to graduate the actual future needed manpower.

5- Prohibiting any exceptions, for extending services to the existing employees after the retired edge specified by the local low.

6- Initiating some training courses for fresh graduates with a very low fees, in order to allow them to adopt with targets' jobs.

Increase wages for workers and create an atmosphere of intimacy and love between the president and the delegate
