after long experience with such kind of employees I have found the solution
Actually what is happening is that Late staff is wasting his and others time at the early morning hours which are very important , so the mechanism to insure that this staff will be regular at early hours was applying new method in dialing with all staff who are coming after certain time for example 8 and in case there was violet for this rule then as an HR I will deduct one hour for example from his balance of total annual leave and this simple idea was enough to finish such challange

Definitely there is a problem, I have to resolve it or clear it away:May be with managers or with colleagues or may be with transportation.Otherwise I have to apply the policy of leave and attendance
The important thing to understand here is the reason behind the employee being so frequently late. One needs to understand the "why" for a situation in order to deal with the "how"
1. Have a discussion with the employee and find out what exactly is causing him/her to be late everyday. Depending upon the reasons he/she gives make a genuine effort of suggesting corrective measures.If the problem of the employee is genuine they will take your suggestion seriously and you will see the results of it.
2. Inspite of a few corrective measures provided if the employee does not comply ,some authority needs to be shown and the employee shpuld be made aware of the repercussions they will face if they do not comply.This should be dne in written.
