It depends but most students belongs to non-native english speaking countries write better than their abilities to speak.
First of all, let’s agree that what we write is the production of what we read and listen to. However, it doesn’t necessarily follow when it comes to speaking and here’s why:
1. Students learn to write first before they’re able to speak which goes against the natural way of acquiring a new language
2. When they speak, students tend to use the same grammar and structure as when they write although native speakers don’t follow the exact rules of grammar when they speak which makes speaking much easier
3. Most English learners I know of are under the wrong impression that speaking is identical to writing and that’s why they never want to hesitate while speaking which makes them sound as if they’re reading an essay rather than speaking naturally
4. As a rough estimate, there are almost words that are considered to be the most common words. Instead of mastering those words, teachers are focused on indoctrinating their students to learn formal words despite the fact that informal words are much more practical to use
5. I dare say that a lot of English teachers aren’t qualified enough to teach speaking because they themselves learnt English the wrong way i.e. by focusing on reading and ignoring listening and pronunciation
6. Finally, students need to know that native speakers are NATIVE because they’re able to speak English naturally. By naturally I mean they don’t have to stop and construct each phrase from scratch. Instead, they already know READY-TO-USE sentences and phrases as well as have the ability to manipulate them in every different situation. What students really want is to master the most common words in English and focus on learning ready-to-use phrases and sentences.

Our students are better in writing than speaking because they are providing opportunities to write in the classes rather than speak in English. Students are interested to get good marks therefore their focus is always on writing. There is an intense need to develop the students' speaking power in order to cope with the competitive world.
It is not always true. It depnds on the types of students. From my teaching experince, I got many students who speak English fluently especialy urban area students, but their writing is not as good as their speaking. But, in the case of rural students, I got many students who write with good grammar and other language rules, but they struggle to express themselves even with very few sentences.
The method that is commonly used in schools starts with learning letters and words (lexicon). Most students first learn how to write(orthography) and read. And only afterwards they learn listenning/speaking(phonology/pragmatics).
The classroom method gives different results than learning by immersion (Which invovles being in a country where English is spoken)
In general, speaking a foreign language is not easy because it includes the use of the phonatory apparatus which is trained/used to its native language.
The ability to speak develops with interaction with other English speaking groups. The speaking is polished. However, reading and writing is dependent on individual's capacity to comprehend and digest the written material.

Yes, it is common fact and problem of student who belong to non-native english speeking countries. Basically its is all about practices and some time its depend on students self confident and way of technique to delever speech. It may be cause of learning process , usalluy student start write but never got chance practices speek or fell hesitaion sicne starting of learning, finally it lead to choronic peoblem to speek.
some time grammer also crate the problem to speek english to non-native speeker, Where they are more concentrated on structure and forget neccsary.
