Why don't banks let customers set up a secret PIN that would dispatch police to the ATM when it is used?

Most of the ATM machines are full secured and monitored by cameras which already connected with the banks' security systems and also to the security authority in general.

Many ATMs have a “help” button available where they can be connected to a central call center, who will call the police if necessary. Also ATMs have cameras, usually in several places, which can rapidly capture and identify unusual activity - and so any attempts will be recorded, along with information regarding unusual account activity.
