From my understanding, a PDR (Performance Development Review) is an opportunity for an employee to review their Objectives, Principles/ behaviours and Development and career planning. During the mid-year review, clear objectives may be set out along with corresponding targets aka KPIs that will measure whether or not you have succeeding in meeting said objectives. These can act has incentives to improve your performance so at the end-of-year review, when you will be assessed on your manager can decide how to best reward you, assuming you have accomplished your objectives.

"Begin with the end in mind", this statement from the book of "the teaching profession" explains that enable to assess the overall performance of a certain people, you have to sit down and think for the target of improvement. A certain tool is being used. This tool will determine if a certain worker entails the standard from the target planned. If he does, it is a good thing for the totality of how he works well. On the otherhand, the company must deploy that subordinate to a particular seminar-workshop for improvement.
