To answer this question it is necessary to think in two points of view: i) teacher; 2) student.
1) Teacher
i) What are the goals to acquire? (it is obvious we make a sort of these tests during all our life long...; military academies, high schools, universities, ballet, etc.); so to learn how tests are made is a good point.
ii) students are prepare for it? Isn't too easy or too dificult? Is it usefull? Do they really measure students capacity?
iii) Is it necessary to be written or we can explained in another way?
2) Student
i) Have they the competences? (tests evaluate, we must know about what we want to be evaluated);
ii) Are they warned about the goals?
iii) What are the examples or situations this knowledge is needed?
Tests need to be well develop to have the answers we want!
