Within the tech field, there are many different sub-fields with slightly different required skill sets. I believe that you should list tech skills that are listed in the job description. Most tech positions require detail-orientation, logical thinking, good interpersonal and organizational skills, the ability to work well on a team and communicate well, and a passion for learning. The field is always changing, and if you do not love to learn, you will not be able to keep up.
I think that mentioning your technical skills is an asset for IT jobs but you should also remember to mention your soft skills that can make a huge difference in whether you land or keep a job. Some of these skills are: communication, creativity, determination, flexibility, leadership, listening, mentoring, negotiation, presentation, and teamwork. Some of these skills don’t come naturally to you but they can all be developed with some time and attention.
