I think it is important to understand the fundamentals here which is the word "capacity". Law abiding citizens perceive everything as a threat. They think maybe they are working on the wrong side . For example library can be good library for very good resources but same time some library only have illegal books.
As a law abiding cirizen, getting to the latter library,it is nerve wrecking.
However, if the law abiding citizen knows that legal or illegal if done for the larger good, then he is calm and produce exceptionally good results. All he did not wanted to be arrested by police. New library's foundation has been laid today. I am pretty sure the library incorporated today will be one of the best libraries in the world. As it was the childhood dream of the founder to create such a library

Aggregate capacity management of an organization resources can be measured by measuring the level of resources utilization which leads to that point where the organization gets maximum benefit. These can be gotten by measuring the aggregate demand and capacity levels for the planning period, identifying alternative capacity plans in times of demand fluctuations and choosing an appropriate capacity plan.

Most of the textbooks are define "Aggregate Capacity Management" as, the process of planning and managing the overall capacity of an organization's resources. Aggregate capacity management aims to balance capacity and demand in a cost-effective manner. It is generally medium-term in nature, as opposed to day-to-day or weekly capacity management.
Aggregate capacity management is generally a three-step process :
1– measuring aggregate demand and capacity levels for the planning period.
2- Identifying alternative capacity plans in case of demand fluctuations.
3- Choosing an appropriate capacity plan.
we can measure with help of level of resources utilisation, i.e effective and efficient utilisation of available resources, that leads optimum utilisation of resources, at that point organisation gets maximum benefit
Determine how long it takes to produce one unit of product, then divide the daily plant capacity in hours by the time it takes to produce a product to arrive at the daily production capacity
