YES, can be very evident if there is a commitment by the safety leadership and buy in by all employees.
ZERO MAKES YOU HERO is a culture that if it inculcates as a requirement /necessity for everything, employees do in their jobs, believe me, it really pays off.

It would be attainable if the management is committed to the realisation of zero accident in the workplace. But if the company puts safety secondary to profit, then to realise that goal of having a zero accident would be impossible. The implementation of a good safety policy and the results of such implementation will always be the product of company management commitment.

IN SAFETY PRIGHT PROCEDURE YOU CAN NOT REACHED TO0 RESULT ,BUT YOU CAN MINIMIZE THE RISK AND HAZARD TO LEAST POINT AS RATHER AS POSIBLE ,BECAUSE THE RISK IS A MEASURABLE TERM FOR THE HAZARD TO OCCUR, AND THE HAZARD IS EVERY EFFORT THAT HAS A POTENTIAL THAT CAN CAUSE HARM

As we all know that to promote a security & safety culture among the staff is a difficult job, thus we should believe on Goal Zero and other security terminologies.
There is no in between the security, either it is Yes or No.

No. there is no such a thing as "goal Zero". You can only minimise the risks,as commented by Hassan.

I think its just a slogan that safety professionals use as a motivation for our workers, but the idea of no accident or no near miss realy sound very far fetch to me. so though it could be use in our safety meeting, i think we should be open to the fact that incidents would occur and should be guided against and hence the bow tie concept. Thanks for your replies and more are still welomed.

The need and urgency to realize it is the main aim or purpose...the closer the better
