It would be attainable if the management is committed to the realisation of zero accident in the workplace. But if the company puts safety secondary to profit, then to realise that goal of having a zero accident would be impossible. The implementation of a good safety policy and the results of such implementation will always be the product of company management commitment.

No. there is no such a thing as "goal Zero". You can only minimise the risks,as commented by Hassan.
I think its just a slogan that safety professionals use as a motivation for our workers, but the idea of no accident or no near miss realy sound very far fetch to me. so though it could be use in our safety meeting, i think we should be open to the fact that incidents would occur and should be guided against and hence the bow tie concept.
