Is the technical Manager role is as a coordinator between project managers and corporate office?

The technical Manager role is increasing day by day in the construction industry. Day by day project managers facing problems to get feedback promptly from their design or head office. They want a person who support them from corporate level for providing urgent solutions of their queries.

Technical manager more than coordinator, he is a person to manage and control design stage, prepare all technical sheets for project in all departements, managing problems to solve and provide all technical data to complete project.

However in general the Technical Managers Job is to link the project, project managers and the corporate office (Specifically the finance teams) together in order to ensure that the best product for the project is being installed.
