Not at all , I dont personally agree on it, As my boss acts tough with most of the employees they fake respect him and behind his back they curse him for being rude and tough on them.
I guess one should be tough at times where its needed and justified as we are human beings we all make mistakes and learn from them so people who act tough also have made mistakes
if some people who doesnt listen being soft there is certainly a point to be serious and tough to them or else they dont bother what ever is told and will never do their assigned task
